Avoid thermostat running when outside it not cold

For example if I set the temperature to run at 11 am at 17*C.How can I avoid to start running if outside it’s 15*C which clearly I don’t need heating?Is there a way to restrict the thermostat to run if weather is higher than certain temperatures?
