AC starting and stopping

AC seems to be starting and stopping (short circuiting?) when the temperature is close to where the thermostat is set. Only happens with AC. Furnace seems to work fine. PS this was earlier in the summer

I'm trying to install the learning thermostat and it keep saying there is no power to my R wires. I've tried plugging my red wire into my Rh and Rc connection but the nest will just say there's no power detected to whichever one I have it plugged in....
